Request for information regarding historic and current Learning and Development spend, including under the Civil Service Learning (CSL).
1. External training spend in the previous 3 fiscal years (2017/18, 2018/19, 2019/20) in Scottish Enterprise, broken down by:
- Amount spent through the Civil Service Learning contract and amount spent to deliver external training through other contracts
- Under the Civil Service Learning Contract
- Amount spent on online/digital delivery versus amount spent on in-person delivery
- Amount of spend allocated for bespoke courses specifically developed for your needs and amount of spend allocated for ‘off-the-shelf’ training material
2. Breakdown of the 2019/20 external training spend through the CSL contract in Scottish Enterprise by course, including:
- Total amount spent per course
- Total number of learners per course
- Training provider that delivered the course
- Course delivery method – i.e. online/digital or in-person
- Name of course
- Subject area of course
3. External training budget for 2020/21 fiscal year in Scottish Enterprise, broken down by:
- Budget to spend through the Civil Service Learning contract and budget to spend on the delivery of external training through other contracts
4. Any analysis undertaken on how your department’s training needs have shifted this year compared to previous years

Response
1. External training spend in the previous 3 fiscal years is provided at Appendix A. The data on external training relates to training which is delivered externally to Scottish Enterprise.
2. A breakdown of the 2019/20 external training spend through the CSL contract in Scottish Enterprise by course is provided at Appendix A. Please note it was not possible to provide the training provider for each of the courses, as they were all delivered as e-learning courses, which do not state the name of the original provider. In summary, the detail equates to 614 colleagues undertaking 83 separate e-learning courses at a cost of £16,852.38, which is an average of £27.45 per course. It should be noted that the average figure was used to calculate the course cost within the table and therefore shows a slight difference in overall cost.
3. Scottish Enterprise’s anticipated external training budget for 2020/21 is £17,000. This is broken down by budget to spend through the Civil Service Learning contract; and budget to spend on the delivery of external training through other contracts is as follows:
- Civil Service Learning £17,000
- Other contracts £0
4. Scottish Enterprise’s training needs in 2020/21 reflect the professional development priorities already planned for the organisation, but have also been adapted to reflect the virtual environment in which we now operate. Training needs includes leadership, people management, coaching and mentoring; and communicating in the virtual environment. Additionally, we have also focused on wellbeing including resilience and mental health awareness.
5. The total number of civil service employees working in Scottish Enterprise is 65. This is comprised of 64 FCO colleagues and 1 Scottish Government colleague who is on secondment to Scottish Enterprise.
